Nobody watches the series for Koneko, or the smaller girl when the fanservice and focus is 99% of the bigger girls, not to mention Koneko has already been stated she can't win until she grows up completely.

You really should read the LNs. You will see that Koneko was the FIRST (I think) to ask Issei to become his bride. He accepts. Then later in 16 volume he sees her good genes, so in my eyes, she already won. She may be not the primary wife, but she was the first to ask. ;)
