That does bring up questions for how long it takes to prepare Dust cartridges, how long does a single cartridge last before she has to reload/does she simply top it up, how many kinds of Dust there are.

I'm also gonna guess that a speedloader was simply deemed too unsafe or cumbersome.

Is there even a Word of God statement on how her sword is actually loaded? I always assumed it was like a percussion-cap revolver or something, instead of the whole cylinder swinging out.

If it is like the first, than a speed loader would likely be more like a series of syringe like things that put the dust into the chambers.
