They don't, they are made up of data. They all have a computer kernel inside them and around them is a wireframe with a skin render.
This isn't some hidden stuff, it's in the profiles of several digimon like mokumon and ankylomon.
So of course they don't have genitals.

are you implying you couldn't hack a digimon's data into having genitals? are you telling me that in the hypothetical universe where digimon "exist" no miserable foreveralone computer nerd recluse had ever tried to modify their digimon's code to have a different shell? people modify sprites all the time, why not genitals?
