I'm just gonna guess that Tales of Legendia is an anime about a circus freakshow. The joke about the futanari is that people come from miles around to marvel at her wonky hands - but totally ignore the fact that she has a dick.
She wishes that people would acknowledge her shlong, but through the course of the third season, she learns a valuable, if heavy-hitting, lesson about show business.
This is a cropped screenshot from season one where she's giving the Svetlana the somewhat unimpressive strongwoman her daily cum bath - annoyed at the total lack of attention from the punters.
