Now that I think of it, why didn't they ever put Static Shock in Teen Titans? He had a crossover with Batman and Justice League, did they just lose the rights to use him?

Static did join the Teen Titans once.

However if you bare referring to the cartoon, DC doesn't have the rights. Milestone does.

Yeah, but didn't DC buy out Milestone or something? After all, they did have Static in the New 52 lineup for a little while, and even had Static invent Red Robin's wings.
