Oh, I dunno. It could have something to do with it being their equivalent to us guys comparing dick sizes, don't you think? Just as some of us guys are proud (or ashamed) of our sizes, so do the ladies regarding the size of their bosoms.
We never will understand the particulars and all, but neither will they about ours. Doesn't stop anyone from understanding either side's viewpoint, generally speaking.
And just as we like to talk boobs every now and again, I am certain they talk more about our dicks than we do. Once they've seen them and felt them and whatnot. That's one of our features that isn't so easily distinguishable as theirs are. We can easily notice how they are in the breast department while we require a more thorough inspection.
One might imagine that the pressure of making favorable impressions would hence lie with the ladies more than with us. But that's another debate.

It's possible it could be a Freudian extension of mankind's desire to reproduce. Women with larger breasts are seen as more maternal and/or more mature. Men look for both traits, as well as developed hips (nowadays moreso seen as just a desire for a big ass). So, it makes sense that women would have a subconscious desire to be more desirable to the more desirable males. And just because the women here claim that no women have ever had breast envy, I've seen plenty, personally, that have.

Men look for both traits, as well as developed hips (nowadays moreso seen as just a desire for a big ass). So, it makes sense that women would have a subconscious desire to be more desirable to the more desirable males. And just because the women here claim that no women have ever had breast envy, I've seen plenty, personally, that have.
