From what I've read, newhalf is a tag that is only used when there is proof that the woman doesn't have a vagina. If she has a penis, then futanari is assumed, and it follows full-packaged futa is assumed if she also has balls. Context also helps, such as if the character is canonically a newhalf, then that would be assumed instead.

This tag denotes all three factors being either visible or contextually evident (such as bulges or pussy juice) in each, self-contained image.
