Wikipedia says Maximum Impact is a PS2 game, but this does not look like PS2 graphics. Where exactly is this from?

Back in my day, pre-rendered FMV sequences looked way better than the game! I thought I was playing a Popeye game until the FMV revealed I was playing FF7!
