Rimuru becomes what they've eaten. The body ingested was female therefore the human form is technically female. While magic can be used to tweak appearances for convenience sake it was initially female. Of course being a TV show it won't show genitalia no matter the gender. Even in the nude Rimuru's human form's lower half is never shown in that area without something on screen to block it.
