Title says　「貧乳ふたなり娘」, which literally means small breasted futanari girl.
And yes, 娘 here is translated as girl, the same way ネコ娘/猫っ娘 is translated as catgirl; it's otaku net-slang.

The author's coment about shota is merely an advertisement/promotion of another of his works, which is kancolle related.

So yes, it is a futanari and not a boy. I'm not going to bother to change the tags since people will just be angry about it. Also I have no idea how to change tags.
