Anon 2s right according to manga itself at least. The monster people of either gender arent allowed to intentionally beat on humans. Same applies that humans cant do much to monsters without legal shit.

Orc guys tried to use this to thier advantage in hostage episode but didnt count on there being a monster task force to stop other monsters.
