Maybe I'm wrong, but rather than some unknown character from Shimonseka, I think this is Kuriyama Mirai from Kyoukai no Kanata. Looks for all the world like her, and nothing like any Shimonseka characters I know of. I don't want to just go charging in on a guess, though.
