From her reaction it seems it's AC, and both of the wires are red, hot, so the zero (the place where most of this electricity is flowing) is either connected to the metal tip of that wooden horse or her feet. Not sure which is more diabolical :D

The character is Lia, from the Rance series. She's being tortured because an invading army managed to capture her castle with a surprise attack.

Usually she is the one torturing maids, so she sort of deserves this.

I looked into the original Lore/Story of that Character and know what You mean. Funny how Karma found its way to her and the Girl who liked torturing People gets her Round of getting tortured herself, huh? ; )
