Not necessarily, they have their mouth and anus still exposed. Which means the cycle of food and water is still available to them which mean they can.. technically survive like that. Altho after a while their muscles will shrink due to not being used and they won't look very healthy.

concrete is very alkaline and burns the skin, they would likely be dead well before it could suffocate them.
