Rory clearly has some developed breasts - not much, but more than some adult women ever have. She definitely doesn't have an adult body but she doesn't have a child's body either. She's more like 14-16. She could even be an underdeveloped 18-year-old. Itami is kind of tall and she comes up to his chest, which is pretty normal.
