Meh, DB/Z never really had very good villains but if i had to pick one, i guess the most interesting one was Cell, and he could have been much better. I also like how Meruem turned out, from HxH, which was heavily inspired by Cell, and some say by Frieza as well because of his color scheme or whatever. I actually think Meruem turned out much better, he had much more character development and was a better made character in the end, i really enjoyed his development. I liked the ideea of a being created from the cells of the strongest warriors, made to be perfect, or as close to that as possible. Unfortunately they screwed him up in the end, deciding to blow himself up as a last sollution, it was so pathetic, and then he came back and all that shit. But he made things interesting, with creating the Cell Games and all that. Is the great ape / Oozaru supposed to be Vegeta? XD I can imagine Frieza doing that instead of his face, just 'cause for him, all saiyans are "stupid monkeys". He's just jelly. :))

Personally I like Frieza , Cell , Cooler , 13 , Slug , Turles and of course the B man. As far as the " most evil" that dis honer goes to Future 17 and 18. Frieza killed out of hatred and fear , Cell to prove himslef but 17 and 18 wiped out 2 3rds of the earths population because they found it amusing. Men , women children , the elderly ,animals you name it. There is nothing more evil then that.

I could've sworn Broly happened during the Cell games when the Z-fighters were training (as nonsensical as that sounds)
And I thought turles was before the Saiyan saga?

Between that and Turles, i think these villains are not sorted in chronological order but instead in publishing date order, meaning the Broly movie did play into theatres after the Cell Games aired for the first time, didn't they ? ;)
There's also the possibility of them being sorted by power levels, but i have my doubts. I mean, i've never heard of Krang being in the Dragonball universe ? (First raw, 3rd pic)
Plus Hirudegarn the dragon is listed last, after Boo and Janemba, when come on ! He got one-shot by Goku in SSJ3 where both Kid Boo and Janemba could outmatch him (specially Janemba, being less playful during his fight). For that reason alone, it can't be sorted by power levels.
