Wonder Woman is going to have fun here. Terra's plug gag will allow her to drink whatever juices Power Girl produces.
Even better, after Terra no longer gets a reaction from Power Girl, Wonder Woman can remove the small dildo, and replace it with a larger one.

What exactly is keeping Power Girl from breaking out? Wonder Woman is not strong enough to subdue her and if there's kryptonite, where?

Nothing. The chains are cheap metal, a human could break them if they were so inclined. For her, snapping them is easier then breathing. And that is the point. She's trying desperately to obey the Mistress' simple command: "Be silent." It is part of her training.
And the training is oh so clever and cruel. It's not like the Lasso where she can strain and struggle all she likes and still enjoy the unyielding bite of of the rope into her skin. A single wrong twitch, an unthinking shifting of her thighs, anything could shatter the chains very loudly. If she breathed too hard the tight binding around her chest would snap. And the Mistress would know instantly that her pet had failed her test. And Power Girl desperately wanted to be the good obedient girl that her Mistress desires.
And so she will force her body to be as still as a stone, watching as her beloved Mistress lavishes her attention on another pet. She would silence her void and still her breathing even when her Mistress would whimsically step back from Terra to give the bound Power Girl a teasing touch across her soaked folds, smiling at a face of desperation, desire, and jealously framed within golden hair.
For soon she knows that the Mistress would soon be done with the other slave, and wait oh so patiently like a good pet should... wait for the moment when her beloved Mistress would turn her cruel attentions to her gold and white pet.
