in response to anon 1 and 2, it depends. if you're cut, soapify the whole thing. bar soap doesnt' hurt and as long as you're not jamming your pinky into your urethra it won't hurt that either.

if you're uncut, soap can interfere with the ph balance of the area under your foreskin. keyword can. as in if you weren't washing the soap away afterwards. just like how not wrinsing your mouth out after you brush your teeth is bad. its a "doctors have to say its bad because 1 case in 100000 happens and they get sued if they don't say it" kind of bad.
