It does kinda make sense.
Lady Lady can instantly transform with each other without any foreplay because of their strong feelings for each other.
Meifon shows that having strong feelings for material objects like money also lets Exters transform.

That means love is more important to transforming than foreplay, which is why Welter are the bad guys because they think only foreplay matters.

But, that would mean that liberators aren't needed for Exters to transform, so what makes Liberators special is that they are super human(super strength, speed, endurance, etc.)
