Samurott does stand on its hind legs when using the shell swords. I'd actually prefer them to be designed as bipedal samurai like Dewott.

I'm pretty sure Cameron's Samurott was shown to have four legs and two arms, meaning they don't actually need to stand on their hind legs to wield their shell swords.
