Slight technicality: the colored bands on them are supposed to be red, blue, and green. I think it's supposed to represent the three colored leagues in-game.

Nope, the different color palettes happen when 2 of the same mon fight against one another so you can tell them apart. Imagine 2 blue Lucarios: "Which one am I?!"
