I'm pretty sure you have to adjust for her max strength at the time, meaning Vivio and Fate would be about the same.

@anon 2 then Alisa will be on par with Vivio and Fate, too.
But... There's other rule. She always beat blonde girls the hardest.

Her fight with Alisa got broken up before Nanoha beat her up though, so I'm not sure that counts. As for beating blondes the hardest, that may be because they're hard to teach.
