Because of Perspective.

Tenten looks proportionately smaller, because she's the furthest in the background. And she doesn't have any significant character design differences between her Pre-skip and Post-Skip body shape, (Or at least, nothing that would currently apply, since she's down to a shirt and a headband at this point) So it's hard to tell. But given that Hinata and Sakura are both Post-skip it stands to reason that TenTen is as well.
