age_difference is used when there are visual cues showing age difference, it is not used for actual age. The age_difference tag does not apply to this image.

It may be dumb to you, but that is the definition of the tag. They look to be the same age, so the age_difference tag does not apply. Same for the loli and child tags, they are for tagging how a character looks, not their actual age.
