Maybe you have to take into consideration that the loli tag here on the forum is about characters that look like they are lolis, meaning that don't have to technically be lolis. Hence, Tatsumaki from One-punch man would match the loli tag. Also, there are those who are technocally lolis but have a rather mature body for their age, that won't fit in the loli tag.

All in all, flat-chested granma -> not loli. Flat-chested young girl that looks like she's a teen at most, even if she's older -> definitivly loli, as far as tags are concerned. ;)

Loli is a look. It's got nothing to do with age WHATSOEVER. A granny can (and often are, in Anime) be a loli so long as they look like a loli IE: a short, youthful body with a small chest. Take Bisky from Hunter X Hunter. Definitely an old granny, but ALSO definitely a loli. Claiming that age has literally anything to do with being a loli makes you look extra retarded, even among us retards lol
