Probably to stick with the overall pink theme. Her eyes do turn pink during her transformation in Estival Versus.

Apparently this is the cover for Senran Kagura: Estival Versus Sakura edition. Seems to be a re release, but I don't know whats special about this version.

It just comes with a new cover and 5 Sakura swimsuits which will be available on PSN to purchase seperately. Nothing special about this version other than a lower price.

Actually, it doesn't come with the DLC characters. It's literally a repackaged cheaper version with some swimsuit codes and a different cover, it isn't a "GOTY Edition" type release.
