@dohi its done for mass production when artists are lazy. Technically their bodies are best described by actual bust size in the anime (biggest to smallest)

Daisy(blonde hair,biggest bust)> Violet(blue hair)> Lilly(pink hair, second smallest breasts)> Misty (youngest of the sisters and has the smallest breasts amongst these sisters)
