Yes he can, but only certain ones like that bowler hat. You equip it on him in the trade menu.

Waterstar is correct. Only certain ones, as in the Bowler as previously mentioned, and the Triggerman variant. Those are the only two. The only hint to it in-game is Whitechapel Charlie found wearing one in the Third Rail. Once you put Codsworth in the DLC Automatron builder… thingy… even once, he won’t be able to equip hats, anymore.
