The D.C. mutants were made via a different process than the fallout 1, 2, and vegas mutants who were created for the master's army, as stated above those super mutants are sterile, at the very least for a period of time after their creation. D.C. mutants are completely asexual since that batch of FEV effectively destroys the reproductive organs (dudes lose their dicks and women their breast and possibly other things

Good point, Strong isn't a west-coast mutant, but he isn't a D.C. mutant either. The Boston mutants were created with a strain worked on by the Institute
