It's a Barbaracle, the collective Pokemon.

I'm one of the few people who actually think Barbaracle is cool. If you don't already know, his design is inspired by "hekatonkheires" from Greek mythology. It's a monster/being that's consisted of mostly arms. en.wikipedia.org/wiki/Hekatonkheires The more you know.
