It didn't, Satsuki broke out on her own. Even if she didn't, Ryuko probably wouldn't care at the time since she was going through her "Waaah I'm not human" phase.

Hell, worse than that perhaps!!! Even if Ryuko did decide to try and find Satsuki's cell, it wouldn't exactly be (except in her perspective) for any......noble reasons.
