I think the elf is bullying him some what like another Orc Elf relationship, except this Orc is a pushover so she probably says and does a lot more to thus his constant tears. Or you know he has allergies to elves.

I think the orc tried to ask out the elf girl and got turned down. The other girls blushing is probably them overhearing the proposal. Dragon guy is being a bro and comforting the heartbroken orc.
