Because around that time in the manga/anime Kurapika's gender was still up in the air. In the 1998 version of Hunter x Hunter you'd see weird scene with kurapika getting embarrassed or falling into weird positions where he'd cover up his groin. Which made alot of people think he's a girl. So they just used a girl to voice act him to be safe.

One thing I learned with dubbing is that you can't always blame the VA for a role. Sometimes, the VA is actually good but the direction the company wants to go in is just bad or the choice of VA wasn't right. Just remember behind every bad voice work...was a person with no taste who approved it.

^Nah, the voice acting is fine. You're just being extreme. The tone, choice of actor and mixing is all above acceptable.
