haven't read to-love-ru manga in years. not since the scientist looking older women was introduced. is this still the ecchi'est (made up word?) manga to read or has it been dethroned since? looking at the girls from prison school, i wonder how the manga is.

Well, for starters, To Love-Ru ended years ago; long story short, artist's wife (basis for Sairenji Haruna) turned out to be a mega bitch, claimed all rights to the character and a good portion of the money from To Love-Ru, kidnapped her daughter to hold her hostage against the artist, series got cancelled so wife couldn't get anything from the name (more or less). The series was then re-branded as To Love-Ru "Darkness" and got even racier to the point it's now borderline hentai in spots, particularly with the artist adding hidden vaginas in virtually every chapter, to say nothing of the character of Nemesis, a mischievous dark-skinned loli that can change her appearance and often wears either a lacy goth loli-esque short kimono/miniskirt combo with no panties or a sheer black babydoll and nothing else. Or Mea, who tried to mind control Rito into some cunnilingus. Or that one early victim who mind controlled Mikan into some Yami/Mikan yuri action. Or that time Rito got turned into a girl (again) and got fingered by Mea while Momo masturbated outside the window. And don't even get me started on Yami's Darkness persona...
TL;DR: yeah, it's still pretty much the ecchi'est thing to read.

But then, how is Haruna still able to make appearances in Darkness if her ownership was being fought over in court?

@Anon: Again: mega bitch. She was also sleeping with another guy. She also stole his laptop, credit cards. She ended up demanding roughly half his assets (as in, half of all the money he'd made to that point), but settled for simply ransoming their daughter to him when her affair was discovered.
@CharsDeleted: It was less ownership and more likeness rights, so that every time Haruna showed up, Yabuki's ex was entitled to a portion of the profits the series made. That's why (aside from her being the single most boring girl) Haruna went from being one of the three most important characters in the series to being a virtual background character while the other girls, prime among them Yui, started getting so much more spotlight. It's why you can almost count Haruna's significant appearances on a single hand despite near 70 chapters of Darkness.

Although it was due to unfortunate real-life circumstances, I'm not displeased with the re-tool because it has focused on more interesting girls than either Lala or Haruna, even managing to make minor female characters like Rin or Kyouko interesting.

I think Hasemi has said Darkness's story is supposed to focus on the "little sister" characters, read: Momo, Nana, Mikan and Mea, as opposed to the original love interests, hence much less Lala.
I also think Yabuki got the character rights to Haruna back in court as she's been appearing more often in the manga recently and they just animated the episode where Rito is basically pushing her off his dick. They even kissed!
