Minors can get pregnant just fine. Remember that in most countries, one is considered a minor until well past puberty, even when the age of consent is lower. In Japan, you're considered a minor until you're twenty years old, even though the age of consent can be much lower depending on province (with the national age of consent at 13, though most provinces override this and make it around 18).

Whether you're a minor or not is entirely based on whether you're a legal adult. In other words, the age at which you're capable of making your own legal decisions without your parents having to be involved. You can't apply for a loan or open a new business without your parent's approval just because you've had a period.

In Japan, majority has been 20 years old for so long that it's seeped into the language. There's a special word for "20 years old" in Japanese, and it isn't anything new. It's incredibly entrenched into the culture. It's been like that for probably at least a thousand years.

Since this was drawn by a Japanese artist, that's what "minor" means. Under 20 years old.
