Blue isn't a pure strength upgrade so much as it is a controlled state of SSG.

Regular SSG is red and in old folklore, red is the more wild and passionate, but not really in control.
Blue on the other hand represents the more focused and controlled state of mind.

Even if I agreed with that comment (I don't) it would still made no sense.

Goku used Kaio-Ken x10 in his ssgss/ssb state, that's more than enough to surpass Beerus still.

Kaio-Ken multiplier should be enough if Akira knew what he was doing.

Also, you claim ssgss/ssb is a controlled state of ssg, that's incorrect.
It was explained in the movie and official info-related (that was released even before the movie) that Goku has now the power of ssg in his normal state.
Actually, the info says that's the only way to transform into ssgss/ssb, the saiyan needs to be 100% in control of the ssg power and then transform into ss, that makes a ssgss/ssb.
