I can understand about Iowa cosplaying as Captain America, but why Kongou as Iron Man and Fubuki as Winter Soldier?

Probably because Steve and Tony have a friendly but antagonistic relationship, which Iowa and Kongou have now apparently. And Kongou calls Fubuki "Buki", which sounds like Bucky (Winter Soldier). It's just funny and clever.
