I'm not sure how to translate the three speech bubbles at the top—the literal translation is something like "They're sacred clothing fit to be called the soul of our Team Yacon!" but that sounds weird to me in English so maybe I'm missing some cultural information which suggests a more natural translation.

The bottom gets a bit dicey because it relies on the context of knowing what's on the page, and I'm not good at inferring Japanese cut off at the edge of the page.

That top part sounds about right. This is part of a series of strips this artist has on this site, a plot point of which is the cowboy and all the other characters sporting underwear with revealing pants as the only "acceptable" look for their alliance against Team Plasma. They're kind of fanatical about it.
