Zubat does have legs. Those pointy things at the bottom of its body? Legs. They become developed when it evolves into Golbat.
Flavor text says that Crobat's legs evolved into a second set of wings, hence why it has four wings.

But Crobat has those little nub things on its' bottom, so SIX limbs in all i guess... I think you can see Crobat stand on those nubs in the Pokemon Heroes movie, I could be wrong. Somewhere I saw Crobat with nubs...

^ Yeah, I saw those too. I'm pretty sure they are supposed to be feet or something (or maybe some random feature to make it less boring in design, like tufts of hair), but I was just going off of the Pokedex entry about the leg wings.
