Brah... This is just a small scene... The rest of the animation in this battle is pretty good. Just look at the hail, the lumps of ice are separated in several layers, so some of them fall in front of the camera while others fall behind each on-screen character.

Not to mention they aren't even trying their hardest here, since they're obviously saving the best animation for the rematch.

They reuse animation all of the time, even it when creates logic errors/plotholes.

For example, when Ash turns into a Pikachu, Misty lets Togepi play him. The VERY next scene, Misty's holding Togepi again.
