No, futanari IS hermaphrodite. Hermaphrodite means they have BOTH sexual organs. If there is no vagina then it means it is not a hermaphrodite. The lack of a vagina makes it a newhalf (shemale). Calling a newhalf a futanari or calling any female-looking character the has a penis a futanari is a misnomer that started in the west.

And lets not even get started on the whole 'futanari isn't gay' debate again. It never ends well for anyone.
