Possibly, but I feel like her hair isn't blonde enough to be Bianca (and her breasts aren't nearly big enough). My initial impression is more along the lines of Agrias Oaks from Final Fantasy Tactics, though the hair style doesn't quite match hers either.
It might just be an Original character, but I think someone will have to figure out who the artist is and where the image even originated to find out who the artist describes/intended the character as being of.
