Personally, I see it as rather doubtful. Characters that start in movies, regardless if they are based on video games, don't qualify. But since there was a Fix-It-Felix Jr. arcade game that was made before the movie to help promote it, that might(and a very big MIGHT) be his pass on Rule 1 of Smash Inclusion.
