Anon: no it's not. It's Diablos from FF8. Aside from this having been made well before Dissidia got released anywhere (August of 2008), I saw it refer to Diablos from FF8 in the tags back when I foolishly uploaded this to danbooru.

Also you can see details that refer to FF8 Diablos, such as the Lantern on her chest, which is the one you use to figth her for the first time, and the circles in the background, which are the ones from where she cast the gavity spheres that she trows to the enemy when you cast her...
