I hope Enel makes a return soon, too! He was kind of a cool villain, just came off in a weird way.

Unfortunately Enel, much like Arlong, wasn't really the type of villain I could see making a comeback. His ambition is too abstract, and he has no motivator on the surface world that could potentially draw him into the action again.
