It's exclusive to Neptune, Noire, Nepgear, and Uni. They don't seem to down vote hetero or other non-yuri pics with Blanc, Vert, IF, or other HDN characters from what I can tell. My guess is they get mad when a pic goes against their favorite pairings.

Well, there's Red x IF/everyone, Chika x Vert, Vert x Nepgear/IF, and K-sha x Noire. Granted, some of those are one sided. Anyways, There's not much point in getting that mad to begin with. It's not like they're going to convince people to draw more yuri pics by down voting all the hetero ones.

Well it could be possible that Neptune, Noire, Nepgear and Uni are lesbians, but it hard to tell since how Idea Factory, Comple Heart and Mizuno Naoko treat and market it the series. I mean there been like audio CD drama like "If a goddess was your wife, If a goddess candidates is your little sister, The goddesses will sleep with you and spending a day with a goddess were release as limited edition during the re birth 1-3 and VII. Plus there was extra events in re birth 3 if you per order the japanese version of the game you'll get these events were you can get to hang out with Neptune and if you pick the right choice you'll get a extra event were Neptune is wearing a wedding dress and it look like your getting married with her, as for the spin off game well there non cannon in the game series, but there been games like Hyperdimension Neptunia Producing Perfection were the player have to help one of the goddesses to become idol and fall in love with you. Also Hyperdevotion Noire Goddess Black Heart were it take places in other dimension were noire is the main character and not Neptune she hire a yong man to be her secretary in the end of the ture ending Noire seem to grow some internets with her secretary. Now on the lesbians side the word Lily in lily rank is a reference to Yuri as the lily rank system depicts the strong trust and love between female characters. Now I'm not sure why they call it like that. It could be they are yuri or a joke about how almost all the characters are female to the point there no male characters in the game. Another thing how the characters act toward each other. Neptune and Noire while there been movent where it look they might have some interest toward each other, but in the next game they act like there just firends which make it confuse if they have any interest to each other. Also yes Neptune is very attached with noire, but she very attached to all of her firends even to Nepgear to the point where she doesn't want to lose any of them. That also go with Nepgear she has the same personality as Neptune except the lazy part, having the attention to always be the main character part (sort of) and she is shy. Uni and Nepgear does like to hang out with each other and enjoy there company, however just there older sisters they act some interest and next game they just act like just firends. Maybe it because Noire and Uni are tundere because they don't like express there ture feel but again it hard to tell it tundere feel or it not interest. In the end it seem that Idea Factory, Comple Heart and Mizuno Naoko want to please both the fans who like to shipping both characters as yuri and fans who wants to be there waifu. While also making us laugh and parody games relate thing.
