Why would Mercy shed tears for Gabriel?

I know they all used to be friends and worked together.

But Gabriel became an edgelord who wanted to kill all Overwatch agents.

He got all edgelordy due to her botched attempt at saving his life, which made him into "Reaper". She feels guilt for who he became, up until his death. In a way it is tragic for a merciful person to be the unwilling architect of such pain.
