No, his weird sitting makes him think 40% better than if he were to sit normal. Which is not normal at all. And, actually, it's more of the progress throught the series. At first, it was 5%, and then his suspicion grew. At the moment of his death, he KNEW FO SHO that Raito was Kira. That's why while he's laying on the ground he has 'x's for his eyes.

Although Anons 4 and 5 have a good point, due to the twitching in figure 3, I think it's the percent of how sure L is that Light is Kira as he's having the heart attack.
