You need to play the VN to know the answer. If you really want to know right away: it's an organization pretty much above the law, but its human face in the game is Kanae.

Well, Kanae has her own agenda inside the organisation. If she did what she was supposed to do, there couldn't be a happy ending. But don't mistake what I'm saying, she's still the main villain and a giant bitch to boot.
