There's no reason Mercy shouldn't have better armor. In fact, it's like Marvel, they should all have Iron Man suits like tony, but he's a cheap jerk.

Well Mercy is support- She's not meant to have Offensive armor. Though it would help if she had better survivability.... As for Tony, he's in a world full of people with super powers. Giving them suits would make them OP and him under powered.

The reason is because it's a work of fiction and having characters fit certain appearances is useful in a visual medium and make them more distinct, which is especially important in the fast-paced mechanics of a first person shooter.
